I've not had this or heard of it on ST's before, but many other bikes I've
had in the past, and even The Boss's viffer does it sometimes, will shake
the head a little when decelerating through around 45-40 mph or so.  I've
heard all bikes have an oscillation point somewhere around there, but tire
wear, loose head stem, a heavy tail load, etc. can all exacerbate it.

Check into some of those things first, look at the front tire for cupping,
check the torque on the stem nuts, and are you carrying a load in the
trunk only?  It's my understanding that a steering dampner's purpose is to
hold things together at high speeds, not to prevent the shakes at low
speeds...but I could be wrong.
