Garry,
It is indeed a 19mm hex key that is required to remove the
axel. I purchased one from somewhere but don't remember now
where that was. You can fake it with a 3/4" or 19mm bolt
with two 3/4" or 19mm nuts threaded on and locked together.
Then you can use a 3/4" or 19mm wrench to turn the axel. (I
hope that description was at least partially clear...).
