That sounds like a tamper resistant Torx.  You can get the correct bits at
most auto parts stores.

 I went to remove my fender 
yesterday and those allens have some sort of a post in the middle that
prevents 
inserting a wrench. Are these a special tool item, anti-tamper thing or ????
