[ST] Shock measuring

OK, I have a old '99 Sprint ST OEM shock laying around and thought I'd try
measuring it.  Unfortunatly I'm trying to confuse myself about what
"eye-to-eye" means.  Are you folks measuring from center of the eye, as in
center of the bolt, or from inside edge of the eye?  Cause I'm getting about
13.5 inches(@343 mm) from center to center on this one.
