One interesting thing I've noticed; when I come to a stop with less than a
full tank, a good bit of the gas sloshes forward and seems to stay in the
upper part of the tank, making the gauge read low.  Then when I take off,
it sloshes back and raises the gauge again.

This low/high thing doesn't go swing from empty to full like you described,
but it is a non-trivial swing.  If it happens on a full tank, then this
isn't it...
