I believe part of the problem is that he doesn't *have* a luggage rack.
In which case, I put stuff on top of the Right pannier so Miss Pillion
can mount the bike from the left side.  Caveat:  it might abrade or
rub the finish unless you have something between the bag and bike
finish.
