[ST] Hard luggage install question

So the seller sent me all the mounting brackets and I just got the nuts
and bolts I need from the hardware store. I would like to install the
hard luggage today as I leave for a trip tonight.

The only thing I am missing is the template that tells you where to
drill the holes for the mudguard support. The support is #15 and the
template is #17

Could someone with luggage tell me how far up from the bottom of the
mudguard at the back the hole should be?
