It depends on how well the previous owner did the break-in and what their riding style was.  It's been my experience that the mfr. break-in instructions are a guideline.  The RPM @ mileage number isn't concrete.  It is flexible to the extent that if you exceed it by a thousand RPM periodically, you're not going to hurt anything.

Riding style is important too because the machine should be broken in like you're going to ride it.  Hence, if you get on the gas fast, you should do that during the break-in.  So long as you stay close to the RPM recommendations you're fine.

Point.  Say I ride easy and I get on the gas light during break-in.  They you buy it later and get on the gas harder.  The machine will not like that because it was broke in and ridden lightly.

IMO, and I know this will start a forest fire, a machine should be broken in by using the mfr. guidelines but ridden like you're always going to ride.  This gets things use to the riding environment.  The most important thing is keep those RPM's bouncing.  Don't stay steady in one place for long.  The best environment for break-in is city street driving.

So if you trust that the previous owner broke the machine in like you would, and took good care of his/her baby, then by all means used is fine.  Me.  Personally.  I'd prefer to do it myself, when it come to motorcycles.  Hence I will probably always buy new unless I know the person from whom I'm buying the used machine.  

That's why I would buy a motorcycle new.
