Mine were.  In 20K miles and nurmerous road trips in the rain I never had a 
problem. Now I also used the Triumph bag liners for packing, but still I 
never had a leak, even without them. Maybe the rubber gasket isn't seated 
or sealed on yours?  Also I periodically lubed the seals with silicone.
