perhaps dirty contacts inside the relay? -- easiest way to test that is
to replace with a known good one -- can also be tested with a DVM if you
know what you're doing
anyway, it sure sounds like extra unwanted resistance somewhere in the
circuit
you might also want to check any additional connectors that are involved
if you haven't done so already
