Dave,
I went through this. If you open the gas cap and look inside around the
edge there is a hole to drain water that collects. I tried shoving a
wire down this hole to clear out the blockage but had no luck. 

Remove the seat and the rear plastic/tail light assembly. This is really
easy. You will see two thin hoses attached to the tank running
vertically. Remove these from the tank and you will find one of them (I
cannot remember which is the drain) is blocked where it attaches to the
tank.
