John,

Have an estimate done, get a copy of the police report and take her to small 
claims court (or if she is under 18, her parents). That is probably the only 
way you will get some compensation for your troubles. I would also make it a 
point to show up when she appears for her ticket and tell the judge what you saw 
after the fact. Sounds like this person has little or no regard for the 
police or anyone else that matter!
