[ST] Coolant Flush

No, it's a manufacturer recommendation.  I had a link somewhere which I can't seem to locate, might be on my home computer.  IIRC, max COOLANT and CORROSION PROTECTION is at 60/40 water/coolant and max ANTI-Freeze protection is at 50/50.  It may have been on the water wetter site, I just can't remember.
