Hi Lisa, 

I'm rather surprised at this myself.  That's almost akin to leaving out the
padding in the ladies' helmet so that they can wear a smaller size.  It
seems to me that the pad/no pad decision should be left to the customer,
especially since it's advertised as padded.

Also, since you have specifically asked Triumph US and UK about it, it seems
like they should at least have the dignity to send you some pads.
