Andrew,

If my 03 ST is typical, your temp guage is reading about right. It seems to need a good 
airflow through the rad to maintain temperature, any reasonable length of time 
stationary or in slow moving traffic will see the guage rise and the fan cut in.

It was probably the residual heat from a long motorway run that caused your fan to 
come on, It doesn't sound like you've got a problem ( at least you know the fan works!)

The tank behind the left hand panel is the expansion tank, and should be fill to between 
the markings, difficult to see, but they are there.
