It's banned in Holland as well, but the argument for the
ban here (according to the TV campaign) is that it's not
safe because you can't shift safe (most cars here are
manual) so you have to have a handsfree kit. But that
campaign would imply (in my opinion) that you can use
a hand held phone when you have an automatic car (like
with most cars in the US). But I think the whole point
of calling in the car is not about having 1 or 2 hands
for driving, but because of the distraction it gives
since the caller on the other end doesn't know what the
driver is seeing (or actually not seeing).

But a total ban of calling would be too drastic of course.
Even the handsheld ban is, like speeding, a drastic measure
just to try to prevent from people doing stupid things at
the wrong time. The cause is the distraction that the
person chooses to have, not that hand that they can't use
(which wouldn't matter in an automatic, unless your other
hand is holding a shaver...).
