Magny cours is a track built for F1. Not terrible for bikes.

At 15 km nord of Paris there is a track open to public. Carole.
Access free the week end. Not free week afternoons but cheap. Open to every bikes with or without pilot licence. If without licence, driving licence and insurance for road usage is sufficient. 
It's a technical track dedicated to bikes.
