The headlight has one side as a high beam from the factory, but if you do some research, as I did 4 years ago, there is a relay you can wire in to have both on in both positions.
The switch needs to be centered to be in the off position.
I can't help you with the bags, as I don't know where to get individual parts for them.
I have an aftermarket exhaust on my 00 ST, so it's now a fixed exhaust. I don't really worry too much about the clearance, as I run a 190 rear, and only scrape when it's a sharp "reverse banked" turn. I scrape my pegs all the time, but the pipe virually never scraped. I've heard that the multi position exhaust in unusable with the factory style hard luggage, but I can't verify that.

Third: Since the bike is a rebuild from a left hand lowside crash (forks, front fender, left upper fairing and right bag are from a different 01 Sprint), the left bag is a bit worse than I thought. Someone was nice enough to send me some prices on bag lids. Could they forward again? I'd like to get that weather tight asap. 

Fourth: Can someone explain the multiple positioning of the exhaust pipe? Haven't taken a close look yet (rolled in from a work road trip around 2AM) but there doesn't appear to be much room to move before hitting the bag support.

Need to get that service manual!
