I have a feeling that the RS accessory outlet option was dropped in
later years (perhaps when the new motor was released). However that
wouldn't completely explain the absence of the required wiring since the
ST has always been equipped with the outlet as a stock item. I guess I
was just hoping that the wiring for the ST would still exist on my RS,
but maybe not.

My hope was that someone with a later RS could save me some hunting,
particularly since the service manual I have only covers the 1999 and
2000 Sprints.

Greetings Neil,
You probably won't find a direct "plug in" on your '03 RS, the wiring
harness part number for RS's from VIN #139277 on is T2500741 and the ST's is
T2500541 for VIN # 139277-155811 and T2500544 for VIN # 155812 on.
I checked my 2002-2004 workshop manual (Triumph) and the accessory plug is
on the same circuit as the heated grips. They both use fuse #3 (10A) in the
fuse box. The colours are Black for negative and Purple for positive. If you
can locate the heated grips connection/plug you can "tap" into it there.
Hope this is of help for you.

PS It is well worth the expense to get the 2002-2004 workshop manual,
as there were many engine changes made between the 2001 and 2002 models.
Especially if you're going to do any work (valve adjustment etc.) yourself.
