 There is no need to remove camshafts on the shim-over-bucket style engines.
And there is no real need for a "special tool" to change the shims. There
are two notches in the top of the buckets' counterbore to enable "popping
up" the shim. The flat-smooth surfaces of the shims and the bucket, together
with a film of oil, make a sticky mating of the two.

I use two jewler's screwdrivers to pop the shims up. Nothing special.
