The penske does not use a spanner type wrench, but I
guess the best description is a cylindrical tube about
the size of an Allen key, but bent at 45 degrees
instead of 90 degrees.  This is plugged into one of
the holes that run all around the preload collar. 
Once plugged in there it's set, no spanner wrench to
come off and skin your knuckles.
