Just to back up what most everyone is saying - it sounds like the stepper motor to me too. I had opposite symptoms (over-revving at idle) but it proved to be the stepper, which can stick in or stick out. I had it pulled and cleaned and the bike now runs beautifully, AND a lot more economically.
