Don,

(a) Should the "check engine" & "low fuel" lights go on when the ignition is first turned on and then go off after starting as it is on my '03 ST

The check engine (MIL) is on when inition on and engine not running. The reason is to verify that the light itself is OK.
I suspect it's the same for fuel for the same reason, but I don't remember.
