We took your's all advice and attempted surgery with a dremel and a cutting wheel.  After 15 min. it was cut enough for the 220lb impact wrench to break it.

Although we were skeptacle because of the danger of cutting something else, we tried it.  In case anyone buggers up an axle bolt, this method works if you're careful. 

Kudos guys.  Chalk up another one for information propagation in our list.
