My uninformed opinion is "not exactly".
If you just calculated the 9.5mm, the real tire could be a lot different. So try very hard to measure a real 190/50 and 190/55 on the same size rim.

I doubt the 190/50 would "throw the setup out of whack" enough to cause a "problem". But the /55 should have a quicker, may be even smoother turn in. I would expect the /50 to to un-improve the bike.

The lose of almost 5mm in rear ride height will slow the stearing. I think the ride height change will have a bigger effect then the tire profile change. If you correct the ride height for the /50, you will still turn in slower.

Why change?
I have been thinking of trying a 190/55 someday. The 6" rim on on '00 Sprint is a bit large for the 180/55 I always run. But I do not really have any interest in a 190/50, because of the slower stearing.

The above opinion is worth at least half of what it costs.
