The only one I've seen drive a car using a cell phone was James Bond.  Didn't he control his car using a cell phone in one of the movies?
 
I know what you're saying... just couldn't resist.  If you're going to be that strict about cell phones, then be sure to include other distractions such as fiddling with the radio, CDs, DVDs, kids arguing in the back seat, eating while driving, and in-depth conversations with passengers, just to name a few.
