My question is, Does he reside in a different state and only work in PA? If so, there's no need to have a PA license as long as he's got the m/c endorsement from his state. If that were the case then we're all illegal when we make interstatial trips.

It would be logical that he did not have license, although he could have a
MC learner's permit. The easy way to get a MC license in PA is to take the
MSF course and pass it. If he would have taken the MSF course, maybe, just
maybe something would have sunk in about safety.
