Don't know if you've got a response yet, but I think you want bolt #7 in the diagram at the top of the second column on this page http://www.triumphnet.com/st/faq/luggage/panniers_4.jpg
it is a metric 6x16ml bolt if I remember correctly.

  Does anyone happen to know the size of bolt used to hold the pannier  
  mounts to the back of the pillion peg hangers?  My LHS one has  
  sheered off and will need to drill it out to replace it.  Knowing  
  what bolt to get to replace will save me some time... :)
