gavin, just remove the two small bolts inside of the footpeg holder, loosen
the top bolt and nut that go through the frame, and swing the pannier mount
away and down from the bolt.
Then use a pair of vice grips to remove it.
Easy.
Do not overtighten the new bolt or you will split the pannier bracket.
