This is a common problem with the 99 - 04 series.

Check the wiring harnesses that run from the switch blocks, particularly on 
the left handle bar. You will need to strip away some of the outer sheath to 
find a couple of "Y" crimps. Over time moisture gathers in there and corrodes 
the crimp, one of the wires eventually breaks and you have nothing.

I re soldered and shrink wrapped mine when I had my 99ST.
