You can put it on without the reinforcing brackets and the PO of mine said
he never fitted them and he had plenty of weight on the back of his.  In
fact now I come to think of it, so did I on my trip to NC.  If you have them
great but if not....don't sweat it.

If you source a rear rack from ebay (or anywhere) make sure you get the
three reinforcing brackets and extra bolts that go with it. If you're
planning to pack any weight, they're essential. In fact, I'm not sure you
can even put it on without them.
