I have had a lot of success buying extra new and used pannier parts on eBay. I
think you should do a search and try your hand at this as alternative to
purchasing them from your dealer.
I have had two ST's ('00 and presently a '03) and love the factory panniers. I
have had no trouble of any kind with them in all temps and conditions.
