Pete,
I had the same issue with my 03 Sprint ST.  It turned out to be the fuel 
sender, and I (luckily) got it replaced before the warranty ran out.  As 
for the whine during the startup sequence, that's normal but if the 
sender is going bad it might be a little louder than normal.
