Doug,

The shifter shaft goes through the engine from right to left. The end of the shaft should be under the right side cover but outside the engine cases.. A small spring that keeps the pawl up against the end of the shifter drum to change gears. I have had this spring break on dirt bikes and it give exactly the same condition. Bike Bandit does not show this spring as a separate part. Most likely the clutch would need to be removed to replace the shaft.

maybe this sounds stupid but are You sure it is inside the engine and not the shifting pedal that blocks when downshifting. I had something strange too when I adjusted the pedal.
