Hi Marc,

That just means that your rear sprocket is not centered. It's due to free play
between bolts and holes. You have to put shims around the bolts for it to be ok. Even cardboard shims could be OK. Then tighten gradually all the bolts checking the sprocket is still centered. The best would be thin metal sheet but hard to find.
Probably you may cut strips in a beer can (coke is OK though) or tea box.


Once it's centered, you won't have  this problem any more.

Secondly, my chain is driving me nutty.

I've looked after the chain carefully, made sure it stays clean, waxed and
set right. Now, with 18 00 kms on it it has developed tight spots, and the
chain is either too lose or too tight depending on where you check it. If I
set the chain for the tight spots it gets so lose in the loose spots that it
makes the gear shift snatchy.
