Often the brake lights have their own fuse, because of the safety consideration. You don't want something else taking down your brake lights, especially since it's hard to know if they're working or not. The consequences though if they're not working could be severe.

Or like Neil's point about the fuse? I wouldn't have guessed that they separated the fuse for the taillights from the rest of the lighting...
