I can't say that I have heard of anything of the sort.  However, in the US
military, they have these things called "Auto Craft Centers" where one can
do about the same thing.  You can bring your car (or bike, for that matter)
in and you can rent a work bay (a small garage) by the hour.  The rates for
a bay with a lift are slightly more, but it makes life much easier,
especially if you own a car (like my Miata, for example) that has no ground
clearance.  The hourly 'rental' rate includes complete access to their tool
supply, which has essentially every tool, socket, ratchel, et al, that you
could need for whatever your purposes are.  I've saved a lot of money by
utilizing these centers as I am a rather technically, mechanically-minded
person who really lacks the money to buy a bunch of tools that one would use
perhaps once or twice in the life of one's vehicle.

I have several times considered opening a shop similar to one of those
mentioned above on the 'civilian' market, but have been turned off every
time by the unbelieveable overhead and insurance requirements of doing so.
If someone could figure out how to do this without having to charge an arm
and a leg, I believe they would make the proverbial 'killing'.  I would
think there are a lot of people in the same situation as I.
