If the lever is flapping about in the breeze, I would say its a broken cable.

If the cable is fine, and everything else is ok as you say, it could be the 
lever inside the engine cover. I've seen this on a Suzuki GSX 750F. Yours would 
be the first I've seen on a Triumph.
