Not sure about the big vs little, but if you can blow through the tube from 
the bottom (make sure you get the right one) then you are ok. If not, it is 
in upside down. It is designed to keep fuel from flowing out the vent in 
the event that you dump the bike, but I think they will only be installing 
them now on the CA spec bikes.

If it is upside down, the tank cannot vent to equalize the pressure as fuel 
is drained from the tank. This can cause the suction on the tank as well as 
cause some isolated starting problems.

There are two lines off the tank. One is a drain line that drains fuel from 
the overflow area in the filler opening and the second is the vent line. 
One is forward and the other aft, but I can not remember which....
