Both headlights

Hi all,
last weekend I wanted to change the electrics, so that both lights work
simultaneously (99 ST). But I couldn't find a way to reach the wiring.
Do I have to screw off the instrument panel or the whole fairing? 
Which cables I have to short - I have found two "not connected cables"
(lilac and blue) in the near of the headlights?

In this coherence: How can I reach the headlights, when I have to change the
lamps?
