Rear Hugger installation - an observation

Upon the many reccomendations of the huggers here on the list I picked up
one and after much knuckescraping and muttering of obscenities I managed to
get it on my '99 ST.  Noticed something with my bike though, the hole the
right side was supposed to be attached to has something in it, a bolt or
similar serious looking metal bit.  It looks like it will be secure without
mounting that right side but should I perservere in getting that hole open?
