Ludo, as far as I know this law has since been revoked - superceded by Brussels directive in fact; this was also the case in Germany until 1997, when my 509 was delivered; the dealer offered to wire up both lights as he had just received notification from Triumph that it was ok to do so.
I think if they tried to stop and prosecute you they would find it was no longer illegal to ride with both lights on.... ask a well informed copper and see what he sais?

In Belgium it is forbidden to use two (sepparated) front lights on a
motorcycle.
Since chances are small that the police is going to stop (or notice) me I
will take the risk and want to rewire my lights.
Since your ST came with both lights working (low beam I presume) it must be
possible.
