I've also had this problem twice on my '99. Same exact symptoms, and both
times it didn't clear until the bike was completely turned off and
restarted. Simply hitting the start button doesn't fix it.

Someone mentioned before it has to do with the throttle position when it is
started. If it's not closed all the way, the problem can occur.
