Well . . .  the heats got to go somewhere.  Wrapping the header in
heat-insulating tape may help keep it cooler to the touch but that's all.
It won't help dissipate any heat (in fact it might have the opposite effect
of making the headers even hotter inside).  You would have to do something
to reduce the total amount of heat that is produced, not where.  The heat
buildup under the fairing would remain a relative constant IMHO, but I'll
let you try your theory out and let us know.  Maybe you could try wrapping
your privates in heat-insulating tape ;-)
