Lock for Hard Bag

Hi
Recently look a low speed spill with a few minor damages.  The left side
fairing is showing white plastic in several areas.  Is it a good idea to
get it painted ?  Will have to repaint the entire bike ?  Don't want spend
too much money replacing the entire fairing.
Also , it appears that I damaged the lock that secures the left side bag to
the rack.  Any one has one for sale ?  Any advice.
