    Strangely, it was a Co. Sherriff (Sergeant) who stopped me and
issued the citation, but he listed himself on the ticket as the
'issuing officer' and listed a U. S. Forest Service guy who was
traveling in convoy with him as the arresting officer (?).

    What's that all about? Which one has to appear? Or both?
