I can't judge the electric vests as I don't have one, but the heated
grips are very nice.  We have some fairly thick (though you can find
thicker) gloves and can feel the heated grips through them.  Yes, there
are high/low settings.  Since we ride all year long down here, we really
like them, espcially when the temperature drops below 50 degrees (don't
laugh! :-))). The grips really help take the chill off!!
