Oddly enough, i live in nearly the same climate as you do. For the
entire time I have owned the bike, I have filled it until gas entered
the black tube attached to the filler and allowed it to 'find it's own
level'. My charcoal canister did not become saturated with fuel, my
tank has not begun to leak, and (since Mickey at OCT removed the
canister and replaced it with plain vent hoses) I have not noticed any
fuel draining from the tank vents.

Next time you get a chance, take a close look at where the leakage is
coming from on the bike. The sender is on the left side of the tank
while the vent hoses *should* be coming out on the right, just behind
the foot peg. If the gas is under the right side of the bike, it's
overfilling. If it's on the left the only way it could be overfilling
is if the vents are routed incorrectly.
