My guess would be lots of cold running. FWIW, 1% or so was normal and
acceptable in the large diesels I used to work with. The action level
was 3%, with 5% calling for a mandatory change-out of the oil and
filters and a bottom-end inspection [1].

Huh? How are they determining the dilution? When I was in the Navy, we
used a falling-ball comparator to directly compare the viscosity of
the oil sample with the viscosity of fresh oil, then converted the
loss of viscosity to a dilution percentage. Working it that way, you
cannot have 1% dilution *and* maintain the same viscosity. I'd have
those results double checked.

[1] That is, removal of one or more main and connecting rod bearings
to check for damage.
