i had heard or read that the FJR is such a new bike, from the ground
up, that releasing it in all markets simultaneously would have been
impractical for yamaha.  (a quick scan of the motorcycle.com preview
uses the phrase "all new" for the engine, transmission, shaft, and
chassis.)

i'd be surprised if we don't see the FJR in north america in a year or two.
